Yingkou Economic & Technical Development Zone(YETDZ) Administrative committee is an institution sent by Yingkou people's Government. It manages YETDZ on behalf of Yingkou Government.
YETDZ Administrative committee has following seven institution:

Foreign Trade & Economic Cooperation Bureau
Under the leadership of the Administrative Committee, it handles affairs concerning foreign economy, foreign trade, foreign affairs and economic coordination in the development zone; It also links upper functional institutions such as Foreign Affairs Office, Foreign Trade & Economic Cooperation Committee; Finish some temporary jobs given by the leaders of the Administrative Committee.

Economic Development Bureau
one the functional institutions under the leadership of the Administrative Committee which manages national economy, social development, economic coordination, economic system reform, science and technical management, statistic data management, technology supervision, price management etc. in the development zone.

Planning & Construction Bureau
YETDZ is a comprehensive functional institution which is in charge of construction, land, transportation, environment protection and air defence in the development zone. It consists of office, urban construction section, construction project section. Three professional subsidiary offices are transportation office, land office, environment protection office. It also has the following sections: planning division, municipal management division, public bidding office, surveying team, gardens division, environmental sanitation division, urban comprehensive development office, civil air defence office, quality supervision station, archives, transportation management station, motor vehicle management station, roads management station, land policy office, environmental supervision station, environmental protection supervision station as well as 8 enterprises such as municipal Administration company, new zone municipal administration company etc.

Labor & Personnel Bureau
the Manning Quotas Office (hereinafter Labor & Personnel Bureau) is one of the functional institutions under the leadership of the Administrative Committee Yingkou Economic & Technical Development Zone. It is in charge of labor, personnel affairs, managing and serving of the manning quotas. It has office, leaders quota section, salary insurance, welfare section, labor comprehensive section; The subsidiary units are labor supervision team, talents exchange center, insurance office of the government organizations and institutions, labor service company, old-age work office.

The Finance Bureau
one of the functional institutions under the leadership of the Administrative Committee. It is in charge of the finance, financial policies, financial supervision, the macro-control of the national economy.

The Security Bureau:
The security Bureau YETDZ will fulfil the following functions according to " The People's Policeman Law" and local conditions: maintain the social security, prevent those which do harm to the society, maintain the traffic accidents, organize and carry on fire-fighting jobs and other duties.

Audit Bureau
Audit Bureau YETDZ plays its role independently to fulfil and enforce audit supervision according to "Audit Law" and " Provisions of the Audit law". Under the leadership of the Administrative Committee YETDZ and upper audit organization, it maintain normal economic order, supervise the management and use of the national funds, give full play to its function in the macro-control management of the national economy in accordance with national financial laws and regulations.With " Audit in Accordance with Law, Comprehensive Supervision, Better Service, Supporting Development" as our guiding principle, we serve the Party Work Committee, the Administrative Committee YETDZ and their reforms, supply supervision and service in order to safeguard the healthy running of the socialist economy.
